On June 27, 2024, during Israel's war against Hamas terrorists, Locker co-authored an article for the DSA's Reform & Revolution caucus, in which he wrote: "We openly stand for the victory of the Palestinian people and the defeat of the Israel state...we recognize that a mass struggle against foreign rule can require armed resistance."
Anti-Israel activists use the term “resistance” to refer to violence and terror perpetrated against Israeli civilians and their allies. It is used to glorify and encourage anti-Israel and anti-Semitic violence. Anti-Israel activists chant slogans such as: “Resistance by any means necessary!” and “Resistance is justified when people are occupied!” in response to terror attacks.
In the same article, Locker also wrote: "...we think socialists should adopt the position outlined in the Reform & Revolution statement shortly after October 7, 2023."
On October 7, 2023, Hamas murdered approximately 1,200 Israelis, kidnapped 251 and wounded thousands. War crimes included various systematic sexual crimes like gang rape and genital mutilation. Men and women were violated, even after being murdered. Victims who survived that day, including hostages, endured forms of humiliation and torture.
Gazans working in the targeted Israeli villages provided intelligence to Hamas on which families to kill and torture, including long-time employers. Many Palestinian civilians joined in and celebrated the attacks. Hamas livestreamed their crimes on social media, including to victims’ accounts for families to see. The Reform & Revolution statement read: "Reform & Revolution stands in solidarity with the Palestinian people resisting apartheid and occupation. We call for mass protests in the US and around the world against the bombardment and brutal siege of Gaza..."
Israel and Egypt implemented a UN-approved [pp. 39–41] joint blockade of the Gaza Strip in 2011 to stop Hamas terrorists from acquiring more sophisticated rockets. During Israel's 2023-2025 war against Hamas, Hamas went around the blockade by smuggling weaponry through tunnels under the Philadelphi corridor separating Gaza from Egypt.
The Reform & Revolution statement also read: "We support a mass armed uprising against the Israeli military, democratically organized, like the First Intifada..."
The first intifada lasted from 1987 to 1991 and resulted in over 120 Israeli civilian casualties. Palestinian terrorists hijacked multiple buses and carried out shooting, stabbing and bombing attacks against Israelis, including the bombing of the U.S. Consulate in Jerusalem.
On December 1, 2023, Locker wrote an article for the DSA's Reform & Revolution caucus, titled: "One Land, Two Peoples."
In a section titled: "Defeating Zionism," Locker wrote: "...the driving force of Palestinian liberation will be a mass Palestinian uprising, including with arms. Splitting sections of the Israeli working class away from its ruling class is essential to the success of that struggle."
Zionism is the belief that Jews have the right to self-determination in their own national home, and the right to develop their national culture. Zionism is a core part of the identity of most Jews.
