Promoting a Terrorist Leader
On September 24, 2020, Imtair was serving as a GUPS board member when the group and its faculty advisor, Rabab Abdulhadi, attempted to host terrorist Leila Khaled on various social media platforms. Jewish Voice for Peace (JVP), a national anti-Israel group, said that Imtair was part of a “team of graduate and undergraduate students” who participated in the online event.Leila Khaled is a leading member of the Popular Front for the Liberation of Palestine (PFLP) and participated in the hijacking of TWA Flight 840 in 1969 and El Al Flight 219 in 1970. As of 2017, Khaled was a member of PFLP's Political Bureau. Khaled has said that the second intifada failed because it was not violent enough, advocated [00:36:07] for the use of children in terror activities and compared Zionists to Nazis.
On September 10, 2020, Imtair tweeted that Khaled was a “Palestinian freedom fighter” and attached a petition calling for “academic freedom on Palestine” in the wake of opposition to Khalid’s appearance.
On September 19, 2020, GUPS SFSU posted to Instagram in support of an open classroom panel event titled:“Whose Narratives? Gender, Justice, and Resistance: A Conversation with Leila Khaled.” The event, scheduled for September 23, 2020, was to be streamed on the digital video conferencing platform Zoom. It was organized by SFSU’s Arab and Muslim Ethnicities and Diasporas Studies (AMED) undergraduate programand co-moderated by anti-Israel professor Rabab Abdulhadi.
In the same post, GUPS urged its Instagram followers to sign a petition to “support academic freedom on Palestine and against the vilification of Palestinian freedom fighter, Leila Khaled.” The petition came after a letter was sent to Zoom stating that live streaming the event “may give rise to violations of 18 U.S.C.§ 2339B, which makes it unlawful to provide material support or resources to a foreign terrorist organization.”
The petition opened with the words: “AMED Studies at SFSU is under attack from the ultra-right-wing Zionists for hosting a conversation with Palestinian freedom fighter, Leila Khaled."
On September 22, 2020, Zoom reportedly announced the live stream’s cancelation “in light of the speaker’s reported affiliation or membership in a U.S. designated foreign terrorist organization, and SFSU’s inability to confirm otherwise.”
AMED attempted to use the Facebook platform instead, but the company followed Zoom in its decision to cancel the event. YouTube initiated the streaming but subsequently shut down its service when Khaled began speaking about the PFLP.
Glorifying a Terror Group
Between June 2021 and October 2022, Imtair glorified the PFLP terror group at least 6 times on her Instagram page. The U.S. State Department has listed the Popular Front for the Liberation of Palestine (PFLP) as a foreign terrorist organization (FTO) due to its history of bombings and airplane hijackings. The PFLP is dedicated to the destruction of Israel. In 2014, two PFLP operatives perpetrated the Har Nof synagogue massacre, murdering five Jewish men in prayer with a butcher knife, axe and gun. One police officer also died.
On Janauary 21, 2021, Imtair shared on Instagram another 1977 PFLP poster commemorating the group’s 10th anniversary. The poster showed the barrels of multiple rifles and was captioned: “No to imperialist settlement. No to defeatist solutions. Yes to people’s war.”
Also on January 21, 2021, Imtair shared on Instagram a 1977 PFLP poster celebrating its 10th anniversary. Imtair wrote on the post: “This might be one of my top 10 favorite posters. Another great piece by Emad Abdel Wahhab.”

He had been suspected of belonging to a terror cell planning to carry out attacks on Israeli targets. Two M-16 assault rifles and an improvised Carlo-style submachine gun were found inside his home.
On January 21, 2021, Imtair shared on Instagram a graphic praising Dalal Mughrabi and Shadia Abu Ghazaleh. The graphic was produced by the PFLP and was titled: “March 8th International Woman’s Day.”
Dalal Mughrabi, a member of the Fatah faction of the Palestine Liberation Organization (PLO), participated in the 1978 Coastal Road massacre in Israel. She and other terrorists hijacked a bus in an attack that left 38 Israeli civilians dead, including 13 children.
Shadia Abu Ghazaleh, a bomb-maker for the Popular Front for the Liberation of Palestine (PFLP), was involved in many attacks against Israel. She was killed when a bomb she was preparing in her home for an attack in Tel Aviv accidentally detonated.
On January 19, 2021, Imtair shared on Instagram a graphic honoring Rasmea Odeh. She wrote: “Free Our Beloved Rasmea Odeh Now!”
Odeh was a key military operative with the Popular Front for the Liberation of Palestine (PFLP) terrorist organization. In 1969, she masterminded a PFLP supermarket bombing that killed two college students. She also attempted to bomb the British consulate in Jerusalem. Odeh later moved to the United States but was deported to Jordan in 2017 for immigration fraud.
On March 26, 2020, Imtair tweeted: “‘The Palestinian cause is not a cause for Palestinians only, but a cause for every revolutionary, wherever he is, as a cause for the exploited and oppressed masses in our era.’ –Ghassan Kanafani.”
Kanafani was a leading member and spokesperson for the Popular Front for the Liberation of Palestine (PFLP) during the terrorist organization’s early years. Kanafani announced the PFLP’s responsibility for the Lod Airport Massacre of May 1972 and was linked to the airport attackers. The attack killed 26 people and wounded 80 others.
Supporting Terrorism
On June 3, 2021, Imtair posted an Arabic graphic to Instagram which she translated: “‘No to the traitorous agreement... yes to the gunfire against the zionist entity.’”On May 31, 2021, Imtair posted to Instagram an image of a wall with three posters on it. She wrote: “Resist boycott! We are the intifada. Posters sighted in Bethelem, Occupied Palestine around 2010.”
Since the early 2000s, the term “intifada,” which translates from Arabic as “uprising” or “insurrection,” has carried the connotation of violence.
On January 21, 2021, Imtair shared to Instagram a poster from the Democratic Front for the Liberation of Palestine (DFLP) that depicted 4 people holding a rifle together. She wrote: “In Arabic, ‘all arms are prepared for training and carrying the armed struggle’ by Tawfiq Abdel Al.”
The Democratic Front for the Liberation of Palestine (DFLP) is known for organizing the 1974 Ma’alot Massacre, in which 28 Israeli civilians were killed, including children. DFLP terrorist Samer Issawi received a 26-year prison sentence in 2002 for manufacturing and distributing pipe bombs, and firing at Israeli civilian vehicles during the second intifada.
Hatred of Israelis
On May 13, 2021, Imtair tweeted: “the ‘innocent israeli’ is a myth. there is no innocent israeli…”On May 16, 2021, Imtair tweeted: “israelis see their movement in the upholding of the US flag, the blue lives matter flag, and the IOF flag bc they’re united in imperialism, colonialism, and white supremacy.”
“IOF” stands for Israeli Occupation Forces, a derogatory name used by anti-Israel activists to demonize Israel’s army in place of its official name, the Israel Defense Forces (IDF).
On May 20, 2021, Imtair tweeted: “israeli girls got the evil eye in their bios like they ain’t the evil in question.”
Demonizing Israel
On December 24, 2020, Imtair tweeted: “...just ur daily reminder israel doesn’t just oppress palestinians but is a settler colonial imperialist state invested in/benefits from imperial projects globally.”On February 7, 2021, Imtair tweeted: “Israel didn’t magically manifest itself it come to being and power through colonization, ethnic cleansing, and genocide.”
On January 25, 2021, Imtair tweeted: “....the Nakba was a preplanned land theft, genocide, and ethnic cleansing of Palestinians that Israel has redefined to be Israeli ‘Independence’ Day and denies the Nakba. Zionism is a political ideology whereas the Nakba was planned expulsion.”
The term “Nakba” is generally translated as “catastrophe” in Arabic, referring to the outcome of the 1948 Arab-Israeli War. It is a term often used to delegitimize the creation of the State of Israel by defining it as a catastrophe.
Demonizing Zionism
On June 7, 2021, Imtair posted to Instagram: “Zionism is Racism.”Zionism is the belief that Jews have the right to self-determination in their own national home, and the right to develop their national culture.
On May 15, 2021, Imtair tweeted: “...Our institutions need to stop collaborating w zionists.”
Imtair added to the same thread: “our leaders need to stop normalizing Zionism. Wouldn’t be surprised if this is this a part of an Israeli American collaboration to deradicalize muslim youth on Palestine. To make them compliant with imperialism, colonialism, war, and Zionism.”
BDS Campus Activism
On October 28, 2020, Imtair gave a presentation at a hearing of SFSU’s Associated Students to discuss an anti-Israel divestment resolution drafted by GUPS. In the presentation, she asked those assembled “if they wanted to go to a University that supported human rights violation and genocide.”Imtair added: “It is islamophobic and is anti-Arab to believe that this divestment would cause anti-semitism.”
On January 15, 2021, Imtair tweeted about the same divestment resolution: “we passed divestment from israeli occupation at my college a while ago....”
Opposing the IHRA Definition of Anti-Semitism
On March 2, 2021, Imtair wrote a letter to the student senators at De Anza College (De Anza), calling on them to vote against a resolution introduced by former leaders of the Jewish Student Union proposing that De Anza’s student government adopt the IHRA definition of Anti-Semitism.Imtair wrote her March 2021 letter in her capacity as “the president of the General Union of Palestine Students (GUPS) at SFSU” and “as a Palestinian woman, a student organizer at SFSU, and a community organizer in the Bay Area.”
With regard to the IHRA example of anti-Semitism that states: “Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavor,” Imtair claimed that the “colonization of Palestine is a racist endeavor.” She said the founders of Zionism “implemented plans to wipe out and cleanse Palestinians from their indigenous homeland.”
On May 12, 2021, DeAnza passed a “Statement to Condemn Antisemitism” but “will not be officially endorsing any existing definitions or organizations.”
GUPS SFSU - Overview
GUPS SFSU has promoted terrorists, participated in anti-Israel rallies, demonized Israel and Zionism, and campaigned for the BDS Movement as part of its anti-Israel activism.GUPS SFSU was founded in 1973. On May 12, 2021, during Operation Guardian of the Walls (OGW), GUPS SFSU promoted to Instagram a May 15 protest and rally titled: “All Out For Palestine. #Nakba73 SaveSheikhjarrah #GazaUnderAttack.” The post also accused Israel of “settler colonial violence.”The term “Nakba” is generally translated as “catastrophe” in Arabic, referring to the outcome of the 1948 Arab-Israeli War. It is a term often used to delegitimize the creation of the State of Israel by defining it as a catastrophe.
In May 2021, Palestinian violence erupted regarding the eviction of over 70 Palestinian tenants illegally residing in Jewish-owned properties in Jerusalem’s Sheikh Jarrah neighborhood. Following more violent incitement in Jerusalem, Hamas and Palestinian Islamic Jihad (PIJ) terrorists fired over 4,300 rockets into Israel. Israel then launchedOperation Guardian of the Walls (OGW), carrying out targeted military strikes in Gaza.
“From the River to the Sea” [Palestine will be free] is from a well-known chant employed by Hamas to call for the replacement of Israel with an Islamic state, and to dismantle the State of Israel.
At the same rally, anti-Israel professor Hatem Bazian, a featured speaker, said [00:29:18]: “There are many people that ask the question, ‘What is happening in Palestine today?’...[U.S. President] Biden and his gang, they say that Israel have the right to defend itself. Palestinians in Sheikh Jarrah…in Haifa…in Ramallah, in Gaza, and in San Francisco, [are] saying: ' لننرحل [We will never leave]!’”
On May 17, 2021, during OGW, GUPS SFSU promoted on Instagram a May 18, 2021 Day of Action hosted by the Palestine Action Network (PAN) “in solidarity with the Palestinian uprising and general strike.” The post accused Israel of committing “ethnic cleansing and apartheid,” and instructed protestors to meet “in front of the israHELLI consulate.”
During the May 18 rally, anti-Israel agitator Lubna Morrar led the chant [00:00:11]: “Intifada, Intifada,” while protestors held signs that claimed “Israel = Nazi,” defended the Hamas terror group and advocated for the Palestinian “right of return.”
The term “intifada” has carried the connotation of violence, since the early 2000’s.
“Drawing comparisons of contemporary Israeli policy to that of the Nazis” is highlighted by the International Holocaust Remembrance Alliance (IHRA) as one possible contemporary example of anti-Semitism.
The “right of return” is a Palestinian demand discredited as a means to eliminate Israel.

On March 23, 2022, as part of Palestine Awareness Week (PAW), GUPS SFSU promoted on Instagram a March 29, 2022 virtual conversation with anti-Israel agitator Mohammed El-Kurd. Palestine Awareness Week (PAW) is a re-branding of Israel Apartheid Week (IAW), which called itself “an international series of events that seek to raise awareness of Israel’s settler-colonial project and apartheid system over the Palestinian people” and to build support for the Boycott, Divestment, Sanctions (BDS) movement.
On March 25, 2022, as part of PAW, GUPS SFSU promoted on Instagram a virtual conversation titled: “Palestine: ‘It’s Worse than Apartheid,’” with Ahmed Abu Artema, one of the organizers of the 2018 “Great March of Return” violent demonstrations.Artema reportedly envisoned 200,000 "peaceful protestors" breaching the Gaza border fence and invited Hamas to assist, "hoping for logistics, some media coverage and moral support."
The “March of Return” began on March 30, 2018 and was organized and funded by Hamas. Approximately 30,000 Palestinians approached Israel’s Gaza border, sending kites bearing explosive devices into Israel, shooting firearms and throwing rocks. Rioters also attempted to breach Israel’s border fence. The march was planned as a campaign of violent protests to spotlight the Palestinian demand to “return” to Israel. The “right of return” has since been discredited as a means to eliminate Israel.

Addameer advocates on behalf of Palestinians held in Israeli prisons and has promoted the Boycott, Divestment, Sanctions (BDS) movement. The organization is reportedly an “affiliate” of the Popular Front for the Liberation of Palestine (PFLP) terror organization.
On May 14, 2021, GUPS SFSU promoted on Instagram a May 15, 2021 anti-Israel protest to take place on Israel Independence Day. The post mentioned the “ongoing Nakba,” and emphasized the need to “prioritize BDS” as well as “educate the public about israeli settler colonialism and terrorism.” Promotional material in the post accused [slide 4] Israel of apartheid.
The term “Nakba” is generally translated as “catastrophe” in Arabic, referring to the outcome of the 1948 Arab-Israeli War. It is a term often used to delegitimize the creation of the State of Israel by defining it as a catastrophe.
GUPS SFSU - Demonizing Israel 2018-2019
On February 12, 2019, GUPS SFSU promoted on Instagram an “emergency rally” in response to SFSU’s recognizing Israel Independence Day on its list of “Religious Observances.” The post said: “Zionism is NOT allowed on our campus!”Zionism is the belief that Jews have the right to self-determination in their own national home, and the right to develop their national culture.

On February 23, 2018, GUPS SFSU wrote on the Medium platform that “Zionism is the violent ideology responsible for the genocide and displacement of indigenous Palestinians and the destruction of Palestinian land," as well as a “form of hate” that is not welcome “in the Bay Area, let alone SFSU.”GUPS SFSU - Anti-Israel Activism 2020-2021
On April 20, 2021, during a property dispute in the Jerusalem neighborhood of Sheikh Jarrah, GUPS SFSU posted to Instagram a call to sign a petition and pressure government representatives “to support the campaign against the illegal expulsion of Palestinians in Jerusalem.” The post also promoted the idea of Nakba, accusing Israel of ethnic cleasing in Jerusalem and the West Bank. The petition claimed the pending evictions were “part of Israel's larger plan of racist colonial expansion,” and was co-sponsored by anti-Israel organizations Jewish Voice for Peace (JVP) and American Muslims for Palestine (AMP), among others.
BDS
The Boycott, Divestment, Sanctions (BDS) movement was founded by Omar Barghouti in 2005 to challenge “international support for Israeli apartheid and settler-colonialism.” BDS is an allegedly “Palestinian-led movement,” although leading BDS activists have admitted [00:01:01] this is not true.
One of the demands of BDS includes [point 3] what is generally known as the “right of return,” a demand discredited as a way to eliminate Israel. Barghouti said the “right of return” is a means to “end Israel’s existence as a Jewish state.”
Barghouti has said that BDS “aims to turn Israel into a pariah state, as South Africa once was.”
In his activism, Barghouti has also said [00:05:55] regarding Israel: “Definitely, most definitely, we oppose a Jewish state in any part of Palestine. No…rational Palestinian, not a sellout Palestinian, will ever accept a Jewish state in Palestine.”
The movement has been linked to numerous terrorist organizations and received a public endorsement from Hamas in 2017.
BDS initiatives include calling on institutions and individuals to divest from Israeli-affiliated companies, promoting academic and cultural boycotts of Israel, and organizing anti-Israel rallies, protests and campaigns.
The movement’s most notable achievement has been the infiltration of university campuses through lobbying for “BDS resolutions.” In these cases, student governments and student groups, backed by their own anti-Israel members and affiliates, have proposed resolutions on some form of boycott of, or divestment from, Israel and Israeli-affiliated entities.
Boycott resolutions, although non-binding, have been passed by student governments on numerous North American campuses.
BDS activity is often aggressive and disruptive. It has been noted that universities that pass BDS resolutions see a marked increase in anti-Semitic incidents on campus. On one campus, when the student government debated a BDS resolution, reports emerged of violent threats against those opposing it.
