Mahmoud Siyam
Overview
Mahmoud Siyam helped lead a pro-Hamas march the day after terrorists murdered 1,200 Israelis and kidnapped hundreds more in October 2023. At the same rally, he called for Israel’s destruction and joined others in celebrating terrorism.On October 7, 2023, Hamas murdered approximately 1,200 Israeli Jews, kidnapped hundreds and wounded thousands. Israel retaliated with a war called “Swords of Iron.” In October 2023, Siyam participated in at least three other pro-Hamas rallies.
As of November 21, 2023, Siyam was an activist co-leading events for the Palestinian Community in Philadelphia, and promoting events for the Philadelphia Palestinian American Community group.
October 8, 2023 - Helping Lead a Pro-Hamas Rally
On October 8, 2023, the day after the Hamas massacre of Israeli civilians, Siyam participated in leading [00:41:06] a pro-Hamas rally and march in Philadelphia. Siyam sat on the back of the red flatbed truck leading the march, while he was waving the Palestinian flag, chanting, and filming the event.PPC organized the “Philly Emergency Solidarity Rally,” which was also sponsored by the Students for Justice in Palestine (SJP) chapter at Temple University (Temple SJP). On the same date, Siyam posted to Facebook a live video from the rally.
As protesters marched to Philadelphia’s City Hall, Siyam rode [00:39:48] in a flatbed truck at the head of the march with other rally leaders, including Nour Quytan, Susan Abulhawa, and Romance Albarqawi.
While on the truck, Siyam raised the Palestinian flag as he joined in the chant [00:42:28]: “From the River to the Sea, Palestine will be Free!”
“From the River to the Sea, Palestine will be Free” is a chant used [00:02:47] to call for the elimination of the State of Israel. It has also been employed by Hamas leader Khaled Mashal to call for the replacement of Israel with an Islamic state. In April 2024, the U.S. House of Representatives passed a resolution condemning the chant as antisemitic.
While on the truck, Siyam raised the flag while another leader led the chants [00:43:30]: “Resistance is justified, when people are occupied! Resistance is justified, when people are occupied! Resistance is justified, when people are occupied! From the River to the Sea, Palestine will be free! There is only one solution! Intifada, Revolution! There is only one solution! Intifada, Revolution! Intifada, Intifada! Globalize the Intifada! Intifada, Intifada! Long live the Intifada!”
Anti-Israel activists use the term “resistance” to refer to violence and terror perpetrated against Israeli civilians and their allies. It is used to glorify anti-Israel and anti-Semitic violence. Anti-Israel activists chant slogans such as: “Resistance by any means necessary!” and “Resistance is justified when people are occupied!” in response to terror attacks.
The term “intifada,” which translates from Arabic as “uprising” or “insurrection,” carries the connotation of violence. Palestinian intifadas waged against Israel have been marked since 1987 by hundreds of hijackings, shootings, stabbings, bombings and suicide missions.
On Saturday, October 7, 2023, approximately 2,900 heavily armed Hamas terrorists breached Israel’s border with Gaza. They executed numerous war crimes on civilians, including mass murder, beheadings of children, rape of men and women, torture, kidnappings and mutilation. Hamas broadcast videos of their butchery on social media, often to victims’ accounts for families to see. Israel retaliated with a war called “Swords of Iron.” As of November 10, 2023, approximately 1,200 Israelis, the vast majority of them civilians, were murdered during the attacks. Hamas kidnapped 242 Israelis, including at least 30 children. At least 3,500 people were wounded, many severely.
Siyam marched [00:00:16] with protesters, waving a Palestinian flag, as anti-Israel activist Rami Ibrahimchanted [00:00:38]: “From the River to the Sea, Palestine will be Free!”
Protesters at the rally chanted [00:00:12]: “5-6-7-8 Israel is a terrorist state!” and “From the River to the Sea, Palestine will be Free!” Protesters also held signs that accused Israel of apartheid and read: “JERUSALEM THE ETERNAL CAPITAL OF PALESTINE.”
On October 28, 2023, the Philly Palestine Coalition (PPC) held a rally at Philadelphia City Hall calling for an immediate ceasefire between Israel and the Hamas terror group. Hamas committed multiple war crimes against Israeli civilians on October 7, 2023, including the murder of over 1,200 Israelis. Israel declared war immediately.
Speakers at the rally led chants supporting terrorism and calling for Israel’s destruction.
One speaker led [00:09:55] the pro-terror chant: “Free, free Palestine! Free, free Palestine! There is only one solution! Intifada, revolution! There is only one solution! Intifada, revolution!”

October 15, 2023 - Helping Lead an Anti-Israel Rally
On October 15, 2023, Siyam participated [00:00:15] in a “Philly Stands with Gaza” rally and march at Rittenhouse Square Park in Philadelphia, Pennsylvania. Siyam was at the front of the march, raising a Palestinian flag. He was dressed in black and in front of the first row of marchers who held a “Free Palestine” banner. Temple SJP co-organized the event.Siyam marched [00:00:16] with protesters, waving a Palestinian flag, as anti-Israel activist Rami Ibrahimchanted [00:00:38]: “From the River to the Sea, Palestine will be Free!”
October 17, 2023 - Led Chants at pro-Hamas Rally
On October 17, 2023, Siyam co-led [00:00:02] an anti-Israel rally titled: “Emergency Protest” in support of Hamas, organized by the Palestinian community in Philadelphia. Siyam was dressed in black and he held a megaphone while leading chants.Protesters at the rally chanted [00:00:12]: “5-6-7-8 Israel is a terrorist state!” and “From the River to the Sea, Palestine will be Free!” Protesters also held signs that accused Israel of apartheid and read: “JERUSALEM THE ETERNAL CAPITAL OF PALESTINE.”

On October 28, 2023, Siyam participated in a pro-Hamas “Emergency Rally” in Philadelphia, titled: NO GENOCIDE IN THE DARK! CEASEFIRE NOW!” Siyam was seen dressed in black, with a black-and-white kefiyyeh around his shoulders.On October 28, 2023, the Philly Palestine Coalition (PPC) held a rally at Philadelphia City Hall calling for an immediate ceasefire between Israel and the Hamas terror group. Hamas committed multiple war crimes against Israeli civilians on October 7, 2023, including the murder of over 1,200 Israelis. Israel declared war immediately.

Speakers said [00:04:10] that beyond a ceasefire, they wanted “liberation,” meaning “ending the siege on Gaza, ending the occupation and decolonizing Palestine from the River to The Sea.” Rallygoers chanted [00:00:02], in Arabic: “From the River to The Sea, Palestine is Arab!” Both chants are a call for the destruction of Israel.
