On October 19, 2023, pro-Hamas activists spoke at a Philadelphia City Council meeting in opposition to a resolution condemning terror organization Hamas for the October 7, 2023, terror attacks that had been executed 16 days earlier. Local activists Tara Tarawneh and Susan Abulhawa both delivered remarks, where Tarawneh justified Hamas terrorism and Abulhawa promoted anti-Semitism.
Tarawneh said [slide 4, 00:00:09]: “... the resolution does something very dangerous. It implies that Hamas striked [sic] first this time…the right for colonized people to resist their colonization by any means necessary, including armed resistance, is recognized…” Abulhawa said [slide 6, 00:00:48]: “... My grandmothers died penniless refugees so every privileged Jew in this room and beyond can have an extra country…”
At the protest held outside City Hall during the City Council meeting, Zoe Cohen held a banner that said: "AMERICAN JEWS SAY: STOP GENOCIDE IN GAZA / NOT IN OUR NAME!"

On November 2, 2023, JVP Philly and other anti-Israel organizations held a protest at Philadelphia's 30th Street Station.
The Instagram post publicizing the event said: "This is an emergency of historic proportions. Genocide is taking place. Never again is NOW."
The phrase “Never Again” is often deployed as a general declaration against genocide, invoking the Nazis’ war of extermination against the Jews.
