Overview
Ethan Miller was arrested while leading an IfNotNow (INN) disruption, in partnership with Taher Herzallah of American Muslims for Palestine (AMP), to protest Senator Ben Cardin’s anti-Boycott, Divestment, Sanctions (BDS) legislation.As a national leader of INN, Miller either made the decision or was complicit in INN’s decision to partner with the anti-Semitic AMP.
Miller has demonized Israel, supported violent protesters, helped organize [00:01:50] a protest against American Israel Public Affairs Committee (AIPAC) and coordinated and led an event repurposing Jewish rituals.
He also defended anti-Israel agitators and opposed recognition of Jerusalem as Israel’s capital.
As of June 2019, Miller’s LinkedIn page said he was the Finance Director and Treasurer of INN since October 2014. Miller submitted INN’s federal non-profit tax return forms in 2015 and designed INN’s website in 2016.
Miller’s LinkedIn page said he was a Research and Outreach Manager for the Department of Professional Employees, AFL-CIO and a financial planner for Planning for Progress in Washington, D.C.
Miller’s LinkedIn also said he received a graduate certificate in financial planning from New York University (NYU) in 2016 and a bachelor’s degree in Economics from American University (AU) in 2013.
Herzallah also claimed that the Israeli response to the Great March of Return protests on their border with Gaza was that [00:05:42] “the Israeli soldiers pick off Palestinian protesters like it’s open season.”
INN activist Sarah Beth Alcabes read out the names [00:07:17] of Palestinians [00:20:20] “killed by the IDF for protesting” and led [00:09:10] activists in saying the Mourner’s Kaddish prayer for them.
The Jewish ritual of the Mourner’s Kaddish is a prayer customarily reserved for close relatives or Jews murdered for being Jews.
On July 16, 2016, Miller tweeted: “We may differ on the tactic of BDS, but we can all agree that legislating against BDS is unconstitutional. @Lara_APN #NN16.”
During the protest, one activist read [00:25:09] from an INN script stating that Jews settling in Judea and Samaria were “systematically discriminating” against Palestinians based on a “white supremacist” ideology and that [00:26:27] the United States administration and Israel primarily shared a bond of “public white supremacy.”
Another INN activist declared [00:27:25] that with Friedman “the horrors of the occupation will only worsen.”
On May 31, 2017, Miller posted on Facebook: “The aparthied [sic] wall Runs right through Bethlehem. — in Palestine.”
On November 9, 2016, Miller tweeted: “F**k you Bibi” and embedded a video of Israel’s Prime Minister Benjamin Netanyahu congratulating U.S. President Donald Trump on his election.
On April 5, 2018, Miller participated in an INN DC demonstration outside AIPAC’s headquarters in Washington D.C.: “to protest the killing of Palestinian protestors” during the Great March of Return on Israel’s border with Gaza.
During the protest, Natalie Bernstien, an INN activist, read [00:32:19] out the name of the Palestinians killed during the protest and then INN DC recited the Mourner’s Kaddish for them.
Most of the Gazans who died between March 30, 2018 and April 11, 2018 were identified as terror operatives who were killed while rioting against IDF forces, carrying out terrorist attacks, or attempting to breach the border fence between Israel and the Gaza Strip.
On April 19, 2018, Miller tweeted: “I dunno about you, but here's a list of some things I find repulsive: - Killing 35 Palestinian protestors - Wounding 1500+ people protesting for their freedoms - Shooting journalists covering said protests - Blaming said protestors for being shot by snipers.”
Miller’s tweet was in response to a tweet condemning actress Natalie Portman’s rejection of the Genesis prize and condemning Israeli “violence.”
On April 20, 2018, Miller co-authored an article in the Forward with fellow Raney, defending Portman. The article claimed that Israel “directed snipers to fire live ammunition” at “unarmed Palestinian” protesters during Gaza’s March of Return.
Hamas also reportedly [00:15:16] published detailed instructions and maps on Facebook urging rioters to carry concealed weapons, kidnap Israeli civilians, deliver them to Hamas and to kill Israeli soldiers.
On May 14, 2018, Miller participated in an INN DC demonstration in Washington, D.C. to mourn [01:09:33] the Palestinians killed during the March of Return protests.
During the demonstration INN protestors chanted [01:32:00] “We are horrified by Israel’s violent response to Palestinian non-violent protests.”
On that same day, Miller tweeted: “Today, Israel has massacred over 50 Palestinian protesters in the name of the Jewish state. This should not be a day of celebration for anyone in the American Jewish community, but a day to mourn what our unquestioning support for Israel has become. @IfNotNowOrg.”
Miller also posted on Facebook: “More than 50 Palestinians have been killed for protesting for their freedom in an open air prison. Yet today our community's so-called leaders are in Jersualem [sic] celebrating the embassy move without a tear shed for the lives lost in Gaza. It's time for new leadership. They're not going to take action. IfNotNow will.”
On May 15, 2018, Miller posted on Facebook: “Today's embassy move and the Israeli massacre of Palestinian protesters are ‘against our Jewish values and against our progressive values.’”
On May 16, 2018, a Hamas senior official, Salah al-Bardawil, stated that 50 out of 62 protesters killed during the May 14 Gaza border protest were Hamas operatives. Palestinian Islamic Jihad (PIJ) also claimed that three of its members were killed at the same protest.
On March 26, 2017, Miller participated in an INN protest outside the Washington D.C. venue of the AIPAC Policy Conference, where protestors chained themselves to the entrance of the conference center.
On January 24, 2017, prior to the protest, Miller posted on Facebook: “There’s never been a better time for thousands of people to descend on the AIPAC conference for an enormous demonstration of #JewishResistance. Pledge to join IfNotNow this spring.”
Four INN activists purchased tickets to the conference as AIPAC delegates, in order to gain access to the building. Once inside, the INN activists dropped banners from the center’s third floor, stating that they “reject AIPAC and the occupation,” before being removed by security.
Following the demonstration, Miller tweeted: “We're leaving our mark. Join the growing movement. @ifnotnoworg #JewishResistance #ResistAIPAC.”
On March 27, 2017, Miller attended an INN-organized training event in Washington D.C., titled: “ResistAIPAC Anti-Islamophobia Training,” that was “developed and facilitated in coordination” with Taher Herzallah, the Associate Director of Outreach & Grassroots Organizing for AMP.
The training event’s Facebook page promised to “continue the theme of the day with an action” that focused on the ways “AIPAC supports Islamophobia.”
The INN organizers wrote they were “excited to be joined by” Ramah Kudaimi, the Director of Grassroots Organizing for U.S. Campaign for Palestinian Rights (USCPR), a coalition of American-based anti-Israel organizations, which lobbies the U.S. Congress to adopt anti-Israel policies and to end support for Israel.
INN reported that the event was attended by “55 IfNotNow members from Washington D.C, Boston, Philadelphia, and New York City.”
They also reported that the training session looked at “messages of Islamophobia” and “focused on the ways the Jewish institutions in which many of us grew-up teach and propagate these messages.”
INN then listened to Herzallah go into “greater detail about various Jewish institutions that perpetuate Islamophobia support the occupation.”

Miller attached to his tweet a link to an INN website encouraging visitors to “Send an anti-occupation Rosh Hashana card to the heads of AIPAC, the Jewish Federations, and Hillel today and remind them that 50 years of occupation is not sweet” to commemorate Rosh Hashanah, the Jewish New Near.
On November 23, 2016, Miller posted on Facebook: “IfNotNow is building new Jewish traditions, rooted in values and resistance.”
Sarsour frequently uses the word “Zionist” as a pejorative and has tweeted that “nothing is creepier than Zionism.”
On September 28, 2017, Miller attended an event titled: “Jailing Issa Amro: Israel (and the PA’s) Problem with Non-Violent Activism,” hosted by the Foundation for Middle East Peace (FMEP).
During the event, Miller tweeted: “Recently, @Issaamro was arrested by the PA under its cyber-crime law; which was passed under massive pressure from the Israeli gov.” He then wrote: “He's also facing trumped-up charges from the Israelis in retaliation to his non violent resistance work in Hebron.”

During the protest, Rachel Mandelbaum, an INN organizer, filmed [00:33:37] the demonstration and said [00:14:09] that although this action would not include getting arrested: “sometimes, it’s nice to get arrested to really get your point across.”
INN’s comment on the Facebook photo described the training as gathering to “learn more about the history of Gaza, Palestinian non-violent resistance and how our community can take action to oppose the Israeli Military's recent actions.”
On March 28, 2018, Miller promoted INN’s "You Never Told Me" campaign on Facebook. The campaign calls on Jewish educational organizations and institutions to include information about “the occupation” in their teachings about Israel.
The campaign featured INN members providing testimonials about their Israel-related educational experiences with different Jewish organizations, including United Synagogue Youth (USY), Camp Ramah, the Union for Reform Judaism (URJ) and the Solomon Schechter Day School Network.
Some of the testimonials were published as op-ed pieces in publications like The Forward, the JewSchool and 972mag.
On February 25, 2016, Miller posted to Facebook that he built INN’s website. Miller attached to his post an INN Facebook post announcing the launch of the group’s website and logo.
On July 31, 2014, Miller participated in an INN vigil outside of the Edlavitch Jewish Community Center in Washington D.C., protesting Israel’s Operation Protective Edge (OPE).

Arrest
On April 16, 2018, Miller was arrested while leading an INN DC disruption in partnership with Taher Herzallah, the Associate Director of Outreach & Grassroots Organizing of AMP. The disruption was to protest U.S. Senator Ben Cardin’s proposed anti-BDS legislation. INN activists were arrested for occupying Cardin’s office.
During the disruption, Herzallah criticized [00:06:06] Cardin’s anti-BDS legislation, Senate Bill S.720. As INN activists were nodding in approval, Herzallah said [00:06:55] “we stand here today to oppose S.720.”

On January 9, 2017, Miller was the press liaison [00:02:27] for an INN DC protest and mock press conference inside the Jewish Federation of North America (JFNA) building against “50 years of occupation” and the appointment David Friedman as U.S. Ambassador to Israel.

On June 4, 2017, Miller was a marshall [00:05:07] with an INN DC demonstration featuring the Mourner’s Kaddish outside of the Friends of the Israeli Defense Forces (FIDF) Gala event in Washington, D.C. The protestors vilified [00:03:45] FIDF supporters as victimizers of Palestinians and Israeli teenagers in the IDF, “sending” them into military zones to “uphold person control, murder, demolitioning of homes, crowd control.”

Supporting Violent Protesters

The season of liberation, indeed.”On March 30, 2018, some 30,000 Palestinians in Gaza approached Israel’s border to take part in “Land Day Protests,” or the “March of Return.” The march was organized and funded by Hamas as a campaign of violent protests to spotlight the Palestinian demand to “return” to Israel. The “right of return” has since been discredited as a means to eliminate Israel.

The activists can be seen sitting at a mock Passover Seder table and wearing t-shirts that say: “No Liberation With Occupation.”A Seder is a Jewish Passover ritual, that involves telling the story of the Israelites’ exodus from slavery in ancient Egypt and their travels to the Promised Land.
INN uploaded resources for public use and claimed that approximately 500 people participated in their liberation seders. Twenty three INN activists were reportedly arrested at liberation seder events across the country.
On April 28 2016, Miller tweeted a link to an article he published on jewschool.com, where he promoted INN’s Liberation Seders and accused mainstream Jewish organizations of supporting the “daily humiliation and dehumanization” of Palestinians.

Anti-Israel agitator Issa Amro is known for vandalism and attacks on Israeli soldiers and civilians. Amro heads the Youth Against Settlements (YAS) movement, an anti-Israel organization based in Hebron that promotes anti-Semitism, rock-throwing and violence against Israelis.

Ahed Tamimi has a long history of physically attacking Israeli soldiers. Tamimi is the daughter of Bassem Tamimi, who is known for exploiting young children as political props in staged confrontations with Israeli soldiers.
Opposing the Recognition of Jerusalem as Israel’s Capital
On December 8, 2017, Miller tweeted: “StopTheMove on Twitter and shared a photo of an INN DC demonstration in front of the Jewish Federation of North America (JFNA) building in Washington, DC, protesting the U.S. government’s recognition of Jerusalem as the capital of Israel and the decision to move the U.S. embassy from Tel Aviv to Jerusalem.The Facebook event description called the U.S. government’s move “incitement”
During the protest, Rachel Mandelbaum, an INN organizer, filmed [00:33:37] the demonstration and said [00:14:09] that although this action would not include getting arrested: “sometimes, it’s nice to get arrested to really get your point across.”
INN Activity
On May 19, 2018, Miller posed for a group photo posted on Facebook, from an INN DC training event co-led by Taher Herzallah from AMP.INN’s comment on the Facebook photo described the training as gathering to “learn more about the history of Gaza, Palestinian non-violent resistance and how our community can take action to oppose the Israeli Military's recent actions.”
On March 28, 2018, Miller promoted INN’s "You Never Told Me" campaign on Facebook. The campaign calls on Jewish educational organizations and institutions to include information about “the occupation” in their teachings about Israel.
The campaign featured INN members providing testimonials about their Israel-related educational experiences with different Jewish organizations, including United Synagogue Youth (USY), Camp Ramah, the Union for Reform Judaism (URJ) and the Solomon Schechter Day School Network.
Some of the testimonials were published as op-ed pieces in publications like The Forward, the JewSchool and 972mag.
On February 25, 2016, Miller posted to Facebook that he built INN’s website. Miller attached to his post an INN Facebook post announcing the launch of the group’s website and logo.
On August 14, 2014, during OPE, Miller attended an INN DC vigil “mourning all those killed during the war in gaza” and tweeted: “... Not in our name.”
On July 31, 2014, Miller participated in an INN vigil outside of the Edlavitch Jewish Community Center in Washington D.C., protesting Israel’s Operation Protective Edge (OPE).
Israel commenced Operation Protective Edge (OPE) in July 2014, to stop rocket fire targeting Israeli civilians and to destroy Hamas attack tunnels.
During the protest, Miller tweeted: “… We call on the @16thstreetj to follow R' Hillel and help stop the chaos. #IfNotNow.”

IfNotNow (INN) is an anti-Israel organization founded in 2014, in response to Israel’s Operation Protective Edge (OPE) against Hamas.
INN claims to be “young Jews angered by the overwhelmingly hawkish response of American Jewish institutions” to OPE. INN presents three demands on its website: “Stop the War on Gaza, End the Occupation, and Freedom and Dignity for All.”
INN defines “the Occupation as the military rule over Palestinians in the West Bank, East Jerusalem, and Gaza,” which is land Israel has controlled for nearly 50 years since the 1967 Six-Day War. However, INN leaders have made [00:34:32] the claim [00:13:49] at protests that the occupation is 70 years long, referring to Israel’s founding in 1948.
INN actions have aimed to demonize [00:38:13] Israel, harass [00:05:44] mainstream American Jewish organizations like the Anti-Defamation League (ADL) and decrease support for Israel among American Jews.
INN has used “public action and imaginative ritual” to achieve its goals, including disruptions where activists were arrested.
One of the high-profile arrests occurred at a May 2018 disruption at a U.S. Senator’s office in Washington, D.C. to protest legislation against the Boycott, Divestment, Sanctions (BDS) movement.
At the same incident, INN used [00:07:17] the Jewish ritual of the Mourner’s Kaddish prayer to mourn [00:09:10] protesters who were killed during the Hamas-organized and funded Great March of Return riots on the Israel-Gaza border.
