Chang's LinkedIn also said he was selected for "both the SAMHSA [Substance Abuse and Mental Health Services Administration] Resident Fellowship and the Public Psychiatry Fellowship from the American Psychiatric Association." SAMHSA is an agency within the U.S. Department of Health and Human Services (HHS).
The profilee's activism occurred during Israel’s war against Hamas, which Israel launched after the October 7, 2023, terror attacks when Hamas murdered nearly 1,200 Israelis, injured thousands and kidnapped hundreds.
